Dubai Harbour is the seafront district between Palm Jumeirah and Bluewaters Island, beside Dubai Marina. Shamal Holding is its master developer, and the district is built around the water. Dubai Harbour Marinas has 705 berths across two marinas: the Harbour Marina for charter boats and the Bay Marina for superyachts and private owners, and the marinas are designed for yachts up to 160 metres. There is also a cruise terminal with two terminal buildings, which Carnival Corporation developed with Shamal and opened in 2021, and Skydive Dubai. The Dubai Media Office describes the district as home to the largest yacht marina in the Middle East, and the Dubai International Boat Show is held here each November.
The housing comes in two parts. Emaar Beachfront is Emaar's gated community on a 1.5 kilometre beach, which Emaar markets as 27 towers and about 10,000 homes. Among its towers, Beach Vista, Sunrise Bay, Marina Vista, Grand Bleu Tower (two towers), Beach Isle, Beach Mansion and Palace Beach Residence were recorded as ready in the Land Department's sales to early September 2026, while Seapoint, Bayview by Address Resorts, Address Residences The Bay, Beachgate by Address and The Bristol were still being sold off plan; Emaar also names South Beach. Elsewhere in the district, other developers build and sell their own plots off plan: Sobha Seahaven, DAMAC Bay and DAMAC Bay 2 by Cavalli, W Residences by Arada, and two low-rise projects that H&H is developing with Shamal, Dubai Harbour Residences and The Dubai Beach EDITION.
It suits a buyer who wants a new apartment on the water, a beach or a berth close by, and a second home with no garden to keep. It suits less well anyone who wants a standalone villa or a garden, because the district is almost entirely apartments, anyone who needs a school within walking distance, or anyone who wants a finished neighbourhood: nearly two in three of the sales the Land Department recorded here between January and early September 2026 were off plan.

Living in Dubai Harbour
Road access is the thing to understand first. The Roads and Transport Authority has built a 1,500 metre bridge, two lanes each way, from Interchange 5 on Sheikh Zayed Road, by the American University in Dubai, over the King Salman bin Abdulaziz Al Saud Street junction to Dubai Harbour Street. It opened in June 2026 for traffic coming off Sheikh Zayed Road from both directions, as reported at the time, and the RTA says it cuts the trip into the district from 12 minutes to 3. The RTA planned the return links, from the Harbour towards Al Naseem Street and from the bridge to the King Salman bin Abdulaziz Al Saud Street and Al Naseem Street intersection, for July 2026; we could not confirm from an RTA release that they have opened. There is no Metro stop in the district, the Dubai Tram runs across the road, and daily life here mostly runs by car.
Much of the district is still being built. By the developers' own dates, DAMAC Bay completes in the third quarter of 2027, DAMAC Bay 2 in the fourth quarter of 2028 and The Dubai Beach EDITION in 2029; Arada gave 2027 for W Residences at its launch in October 2024. Handover dates on off-plan projects often slip, so the completion date and delay terms in your sale and purchase agreement are what count. Emaar's newer towers are off plan too, and Shamal announced The Anchor, a four-floor dining building on the water, in November 2024 with no opening date published. Expect cranes and road works around the marinas for several years, and check what will rise in front of any view you pay for. Many of the new buildings carry a brand, from W and EDITION to Cavalli and Address, and a brand brings an operator and a service charge to match. For a finished tower, ask for the building's approved service charge budget before you offer; for an off-plan unit, ask the developer for its written estimate, knowing the final charge is set later, and ask whether a master community charge is payable on top.

Who buys in Dubai Harbour
The Land Department's register shows what sells here: of the sales it recorded in Dubai Harbour's buildings between January and early September 2026, about three in four were one and two-bedroom apartments. The finished Emaar Beachfront towers give a buyer a building to inspect and a resale history to price from; the off-plan towers give a payment plan, a wait for completion and, in most cases, a hotel or fashion brand.
Next door, the Marina has a deeper resale market in older towers, and on the Palm the scarce product is the frond villa. Dubai Harbour has only new buildings, so price any unit from its own building's sales and from the rent left after the service charge.

Can foreigners buy property in Dubai Harbour?+
Yes. Every registration here from January to early September 2026 is recorded as freehold in the Land Department's transaction data. Foreign buyers can own freehold in Dubai in the areas designated under Regulation No. 3 of 2006, and the Dubai Land Department issues the title deeds. An off-plan purchase is recorded first as a pre-registration while the building is under construction. Check the title type and the registration in your sale contract and on the Land Department record, and take independent legal advice, before you pay.

Individual plots are developed by Emaar, Sobha, DAMAC, Arada and H&H, and your purchase contract is with the developer of your building.

Depending on the export, the Land Department files these towers either under Dubai Harbour or under Marsa Dubai, the land area that also covers Dubai Marina, so search both when you look at its data. Our sold prices use the Marsa Dubai filing, so most of the towers here, including Beach Vista, Sunrise Bay, Sobha Seahaven, DAMAC Bay and Dubai Harbour Residences, appear on our Dubai Marina sold pages, building by building. The Dubai Beach EDITION and W Residences are not there yet. Price a unit from its own tower's sales, not from a Marina median.
Can I keep a boat at Dubai Harbour?+

The Yacht Harbour Association accredited it as a Gold Anchor, Clean Marina and Superyacht Ready marina in 2024. Ask the marina about availability and terms, and do not assume a berth comes with an apartment.
