Emirates Hills

Villa plots around the Montgomerie course · Dubai

Emirates Hills is the villa enclave of Emaar's Emirates Living, the master community that also holds The Springs, The Meadows, The Lakes and Hattan. The Montgomerie Golf Club sits at its heart: an 18-hole course designed by Colin Montgomerie and Desmond Muirhead, spread over more than 200 acres with 14 lakes and 81 bunkers, by the club's own figures. The homes stand on individual plots across the community.

The Land Department's register records plot sales here from 2000 onwards, and across its history it has filed more Emirates Hills sales as land than as villas, though not in every year. A sale here is often the sale of a plot, with or without a house on it. The register records no apartment sales in Emirates Hills: it is a community of plots and houses.

It suits a buyer who wants space, privacy and a golf course on the doorstep, a short drive from Dubai Marina. It suits less well anyone who wants to walk to a shop or a café, or who wants a lock-up-and-leave home: a large house and garden need staff and steady maintenance to hold their value.

Living in Emirates Hills

Daily life is private and car-based. Emaar describes Emirates Living as a gated community with 24-hour security. Shops are a drive away, at the community's retail centres such as The Springs Souk. Emaar puts Emirates Living about five minutes from Dubai Marina and 15 minutes from Downtown Dubai; allow longer at busy times.

Because plots trade on their own, check what is happening around a house before you buy it. A settled street can gain a building site on the next plot, and a view across the course depends on what the neighbours build. Ask what is planned either side and behind, and budget for landscaping, pools, air conditioning and staff on top of the community service charge. Ask the seller for the service charge on the house and confirm there are no arrears.

Who buys in Emirates Hills

The case for buying here is a case for living here. No off-plan project is registered under Emirates Hills and there is no apartment stock: buyers here are buying a house or a plot. Every sale the register files under the Emirates Hills project in 2023, 2024 and 2025 was of existing property, about 50 a year, plots and villas together. With so few trades, price is set house by house, by the plot, its position on the course, and the age and quality of what stands on it.

That makes a single price per square foot a weak guide. Two houses on one street can differ widely in age and build quality, and the register does not always tell a bare plot from a plot with a house on it. Look at the individual sales closest to the house in question, and ask what each one actually included.

Emirates Hills: common questions

Can foreigners buy freehold in Emirates Hills?+

Dubai's Regulation No. 3 of 2006, which sets out where non-UAE nationals may own property, lists plots in areas it names Emirates Hills 1, 2 and 3, where they may hold freehold without time limit. Those are municipal area names, not a list of every plot in the community, so ask the Dubai Land Department to confirm the freehold status of the specific plot before you pay a deposit. The Land Department registers property rights here and issues the title deed. As so many sales here are registered as land, check exactly what the deed covers.

Can I buy off-plan in Emirates Hills?+

Not off-plan. Every sale the Land Department's register files under the Emirates Hills project for 2023 to 2025 was of existing property, and no off-plan project is registered there. Some portals market Ellington's Eltiera Views as Emirates Hills, but the register files it under the Jumeirah Islands master project. The route to a new house is a recently built one on the resale market, or a plot and your own build. Building needs the master developer's approval and a building permit, so check the community's design rules and how long a build takes before you buy a plot.

Why are Emirates Hills sales listed under The Views and The Greens?+

Because of how our sold prices section groups them. The Land Department's register files Emirates Hills in the Emirates Living master project, in the Land Department area Al Thanayah Fourth, and our sold prices section currently groups that area with The Views and The Greens. The Emirates Hills entry there counts registered villa sales only and leaves out plot sales, which in most years are the larger share of trades here, so it rests on roughly 15 to 30 sales a year. Like the wider community's medians, which mix in apartments and Springs villas, it is no guide to what a single house here is worth.
