MBR City District 11 is the part of Mohammed Bin Rashid Al Maktoum City that Nakheel, which markets it among its Meydan communities, describes as a diverse, family-friendly community of villas, mixed-use development and amenities; Khaleej Times reported in March 2024 that Nakheel and Meydan would join under Dubai Holding. Amwaj places its Starlight Park in the district along Al Ain Road, and Taraf places its villas across from Nad Al Sheba, beside a crystal lagoon with views of Downtown Dubai. The Land Department files the district as the master project Mohammed Bin Rashid Al Maktoum District 11, in the area Wadi Al Safa 3.
It is a district of many developers rather than one. Nakheel's Opal Gardens is 435 villas of four to six bedrooms, with semi-detached villas and townhouses of four bedrooms, in a gated community; Nakheel's own inspection of 11 June 2026 put Phase 1 at 99.92 percent, with completion certificates for 204 villas. Elsewhere in the district, smaller developers have launched villa enclaves, among them LEOS's Knightsbridge, 112 homes from four-bedroom townhouses to six-bedroom waterfront villas, Taraf's 51 Karl Lagerfeld Villas of five to seven bedrooms and Arista's 30 Wadi Villas of four to six bedrooms, and apartment buildings such as Amwaj's Starlight Park, 172 apartments in four buildings, Amwaj's Gate 11 and Samana's Rome. The register's busiest project is The Fields at D11, mostly four-bedroom villas, with 1,486 recorded sales.
It suits a buyer who wants a new villa within about 20 minutes of Downtown Dubai, by the developers' estimates, and who will judge each developer as carefully as each home; the choice runs from one-bedroom apartments to branded villas. It suits less well a buyer who wants a finished, settled neighbourhood: 628 of the 836 sales the register recorded here in 2025 were off-plan, and several projects are not due before 2027 or 2028.

Living in MBR City District 11
Water runs through what the developers describe. Nakheel gives Opal Gardens a crystal lagoon, 5 km of cycling and pedestrian trails, a clubhouse, a mosque, a yoga platform, sports courts and an outdoor fitness centre; Taraf sets its villas beside a crystal lagoon, with the Karl Lagerfeld Clubhouse; Amwaj plans a five-floor building of one and two-bedroom apartments around a large swimmable lagoon; and Arista gives each of its Wadi Villas a private pool and an elevator. LEOS calls Knightsbridge the first climate adaptive wellness community in Dubai.
The developers measure the location in drive times. Nakheel puts Opal Gardens 10 minutes from Meydan Racecourse, 15 from The Dubai Mall, 20 from Downtown Dubai and Dubai Marina and 40 from Dubai International Airport, and Taraf puts its villas 3 minutes from Nad Al Sheba and 19 from Downtown. Samana cites access to Sheikh Mohammed Bin Zayed Road, Sheikh Zayed Road and Al Khail Road. None of these distance lists names a Metro station, and the Blue Line the RTA is building, due in 2029, names no stop in Meydan or MBR City. Building continues across the district (Amwaj reports construction under way at Gate 11), so ask what is planned beside any plot.

Who buys in MBR City District 11
The register recorded 836 sales here in 2025 (382 villas, 375 apartments, 67 plots registered as land and 12 shops), 628 of them off-plan. In 2026 to early September it recorded 445. Prices span the whole market. In 2025 the median recorded price of a one-bedroom apartment was AED 1.34 million and of a two-bedroom AED 2 million, while four-bedroom villas sold at a median of AED 3.95 million when completed and AED 6.3 million off-plan, five-bedroom villas at AED 16.44 million and six-bedroom villas at AED 26.15 million.
Choose the developer as carefully as the home. Projects run from Nakheel's Opal Gardens, nearing completion, to launches due in 2027 and 2028: Eight Square's Noore in the second quarter of 2027, LEOS's Knightsbridge in the fourth quarter of 2027 and Samana's Rome in the fourth quarter of 2028; and some dates announced earlier have now arrived: Amwaj announced a handover for Starlight Park in the second quarter of 2026, and Arista completion for Wadi Villas in 2026. Ask each developer for the current completion date in writing and for its latest progress report, pay only into the project's escrow account, and compare a resale with sales in the same project rather than with a district median.

The records point that way, but confirm it for the specific property. Amwaj describes Starlight Park as a freehold community, and every 2026 record of the district's projects in the Land Department's transaction data, to early September, is marked freehold. In Dubai, foreign ownership is permitted in areas designated as freehold under Regulation No. 3 of 2006, and title deeds are issued by the Land Department. Before paying a deposit, ask the Land Department to confirm that the unit can be registered to a foreign owner.
Is Opal Gardens in District 11 finished?
Nearly, by Nakheel's account. Its own inspection of 11 June 2026 put Phase 1 at 99.92 percent, against 92.78 percent in the Real Estate Regulatory Agency's inspection of 20 May 2026, and it reports Building Completion Certificates for 204 villas, but the project page states no handover date. Opal Gardens is 435 villas of four to six bedrooms, with semi-detached villas and townhouses of four bedrooms, in a gated community, and the register has recorded 607 sales there, 410 of them registered as land.
