Tilal Al Ghaf is Majid Al Futtaim's master community on Hessa Street, at its junction with Sheikh Zayed Bin Hamdan Al Nahyan Street, next to the golf communities of Victory Heights and Jumeirah Golf Estates. Majid Al Futtaim, the Dubai group that is also redeveloping Mall of the Emirates, calls this its flagship community and puts the plan at three million square metres, about 3,500 homes and 15,000 residents, laid out around a swimmable lagoon, Lagoon Al Ghaf, with white sand beaches.
Every collection released so far is houses; there are no apartments to date. Elan, Majid Al Futtaim's first release in 2020, is three and four-bedroom townhouses. Aura mixes townhouses with twin villas, and its homes run from three to five bedrooms in the Land Department's register. Harmony's third phase has four to six-bedroom villas, and Majid Al Futtaim described Alaya as 407 villas when it broke ground in 2024, with Alaya Beach listed as a separate neighbourhood. Amara is 116 twin villas on the hillside at the centre. Around the water sit the mansion and waterfront collections: Elysian Mansions (94 five and six-bedroom homes, with living areas from 11,000 square feet), Serenity Mansions, Bo Monde (13 mansions), Plagette32 (28 club villas and four water bungalows on the lagoon edge) and Lanai Islands, estates on an island in the lagoon designed by the architects SAOTA with interiors by Kelly Hoppen.
It suits a family that wants a house and garden and a British school inside the community. It suits less well a buyer who wants a finished neighbourhood today, since several collections are still being built, or an investor after a small unit to let: there are no apartments, and among the records in the Land Department's register that give a bedroom count, none has fewer than three.

Living in Tilal Al Ghaf
Day to day, life runs around DISTRIKT, the community's retail hub, where the developer lists a Carrefour, Aster Pharmacy, a FITCODE health club, Starbucks and a handful of restaurants; a Medcare clinic is listed as coming soon. Majid Al Futtaim's masterplan includes 18 km of walking trails and 11 km of cycling trails through the neighbourhoods, nearly 500,000 square metres of parks and green space, and a central park with an amphitheatre for outdoor cinema, markets and events; ask which parts are open today in the neighbourhood you are looking at. The Majid Al Futtaim Mosque stands at the heart of the community. We could not confirm a Metro station in or near the community, so plan on a car. For a mall or an office you drive out along Hessa Street towards the city; the RTA's upgrades to Hessa Street run between Sheikh Zayed Road and Sheikh Mohammed Bin Zayed Road, a few kilometres short of the community, so they help on the way in rather than at the gate.
It is still a place under construction. In the Dubai Land Department's register, Elan homes first appear as completed ('existing') property sales in April 2023 and Aura homes in January 2025, while up to early September 2026 every recorded Amara and Plagette32 transaction is off-plan. Harmony, Alaya, Elysian Mansions, Serenity Mansions and Lanai Islands are registered as land sales, so the register cannot show whether their homes are built; agents' resale listings include finished Harmony villas, and Bo Monde has no recorded transactions yet. When Majid Al Futtaim broke ground on Alaya and Elysian Mansions in January 2024, its release expected both to be complete by mid-2026 and gave Alaya an early 2026 handover. Both dates have passed, and we could not confirm whether either collection has been handed over. In June 2026 the developer sent notices to buyers in some phases that the press, including Semafor and Gulf News, reported as invoking the force majeure clauses in their sale and purchase agreements, citing the regional conflict. Majid Al Futtaim called them "standard procedural notifications under the SPA" that "do not indicate a change to delivery timelines". Expect finished streets beside building sites for a while yet.

Who buys in Tilal Al Ghaf
The housing mix points to families: every home the register gives a bedroom count for has three bedrooms or more, and the school is inside the community. Majid Al Futtaim reported that its first release, 300 Elan townhouses, sold out three weeks after launch in early 2020, to buyers from the UAE, other GCC countries and further afield. Elan, Aura and Harmony still carry most of the activity: more than four in five of the 6,864 transactions (sales, mortgages and gifts) the Land Department's register records under Tilal Al Ghaf up to early September 2026. The mansion and lagoon-front collections are small (Elysian Mansions has 94 homes, Plagette32 has 32, Bo Monde 13) and appear far less often, so a resale there depends on finding the right buyer rather than on a deep market.
Check three things before you offer. First, what the sale is registered on: the register files sales in Harmony, Alaya, Elysian Mansions, Serenity Mansions and Lanai Islands as land, meaning the plot, and sales in Elan, Aura, Amara and Plagette32 as villas; for a plot-registered home, confirm whether the villa has a completion certificate and ask your conveyancer how the title deed will describe it. Second, whether the home is finished: completed homes in Elan and Aura trade on the resale market now, while in the collections still being built you rely on the delivery date and terms in your sale and purchase agreement, so ask whether a notice was served on your unit in June 2026 and what it reserves. Third, running costs: ask for the service charge budget approved through the Land Department's Mollak system for the specific collection.

Can foreign buyers own a home in Tilal Al Ghaf?+
In practice, international buyers have bought here since the first release: Majid Al Futtaim reported that the first Elan townhouses went to buyers from other GCC countries and internationally, and sales are registered with the Dubai Land Department, with off-plan purchases appearing first as pre-registrations. We have not confirmed the official freehold designation of the Al Hebiah Fourth land area, so ask your conveyancer to confirm that the title deed can be issued in your name as a non-UAE national, and take independent legal advice, before you commit.
Is Tilal Al Ghaf finished?+
Not yet. Elan and Aura homes appear in the Land Department's register as completed property sales, Elan from April 2023 and Aura from January 2025, and agents list finished Harmony villas for resale. Majid Al Futtaim's January 2024 targets for Alaya (early 2026, or mid-2026 in the same release) and Elysian Mansions (mid-2026) have passed, and we could not confirm whether either has been handed over. Up to early September 2026 every recorded Amara and Plagette32 sale is off-plan. Royal Grammar School Guildford Dubai, a British curriculum school planned to run ages 3 to 18.
