What sell-out rates do and do not mean

The table above includes how many of each developer's tracked projects are fully sold out. Read it carefully: a high sold-out share reflects demand, but also how much of a developer's catalogue is older stock that has simply had longer to sell. It is a signal to investigate, not a ranking of quality.

Concentration matters for buyers mostly through delivery risk and resale depth: the biggest developers control large shares of entire districts, so their handover schedules move whole communities at once. Cross-reference a developer's pipeline with the handover pipeline report , or browse projects by developer in the off-plan directory.

Methodology and limitations

Counts are by project, not by unit or gross floor area, and cover projects located in Dubai. "Fully sold out" uses the developer-reported availability flag on each project. Developer names are as published; sub-brands of the same group are not merged.

Figures are computed directly from the Luxury Located project catalogue as of 4 September 2026 and refresh as the catalogue is updated. The catalogue is a broad, continuously maintained record of publicly marketed off-plan projects; it is not a register of every project in the emirate, and developer-stated dates, prices and payment plans can change after publication. Where a project does not state a value, it is excluded from that calculation rather than estimated.

Common questions

Which developer has the most off-plan projects in Dubai?

As of 4 September 2026, Emaar, with 151 of the 1,579 tracked Dubai off-plan projects, 9.6% of the tracked market. Counts are by project, not by unit or floor area, and developer names are taken as published, so sub-brands of one group are not merged.

How much of the Dubai off-plan market do the biggest developers hold?

As of 4 September 2026, the top five hold 24.8% of the 1,579 tracked Dubai projects, and the 15 ranked on this page hold 43.3% between them. The rest is spread across the long tail of smaller developers, which is why share here is a measure of project count and not of value.

Which Dubai developer has the largest pipeline still to hand over?

As of 4 September 2026, Emaar, with 125 of its 151 tracked Dubai projects carrying a stated future handover date. Pipeline is a forward measure and total supply is a backward one, so the two rankings do not have to agree.

How many developers are active in Dubai off-plan?

As of 4 September 2026, 438 distinct developer brands appear across the catalogue UAE-wide, against 1,579 tracked projects in Dubai. A group trading under several brand names is counted once per name, so the brand count runs ahead of the number of companies.

Which Dubai developer has sold out the most projects?

As of 4 September 2026, Emaar, with 90 of its 151 tracked Dubai projects marked fully sold out. That flag is developer-reported, and a high count reflects how long a catalogue has had to sell as much as it reflects demand today.
